<p dir="auto">The meeting was to take place at the Urashima Central Secretarial Centre which acted as a government building for entertaining and hosting foreign guests from both foreign governments and foreign guests within the world of private commerce. The meeting was to be lowkey as was usually custom in the Yosainese culture, austerity and modesty was seen as almost synonymous with Yosainese character.</p>

<p dir="auto">General Secretary Watanabe had several escorting parties to pick up his foreign counterparts from Narita Airport. He was nervous. His first year of his coalition government and he never had a multi-lateral summit. His Secretary of Commerce &amp; Industry Kyomi Ishijo was waiting as well at the front entrance of the building with him along with some black cladded bodyguards.</p>
<p dir="auto">The front entrance on the building on the left flags of the respective delegates representing the nations of the delegates were waving in the calm winds. The General Secretary sent in staffers and transportation to collect the delegates from Nadoyama airport.</p>

<p dir="auto">Treaty of Yakohama</p>
<ol>
<li>
<p dir="auto">The Democratic Republic of Czech Slavia, the Federal Republic of Yosai, the Republic of Istkalen and the Union of Nicoleizian Socialist Republics have agreed on the following:<br />
a: in a case where a state introduces unilateral sanctions against any of the parties of the Treaty, all the parties of the treaty are obliged to introduce reciprocal sanctions against such a state, upon being requested to introduce them by the sanctioned party of the Treaty.<br />
b: in a case where a state starts armed conflict against any of the parties of the Treaty, all the parties of the Treaty are obliged to introduce  sanctions against such a state, upon being requested to introduce them by the party of the Treaty engaged in an armed conflict.<br />
c: in a case where the sanctioned state continues with hostile activities against any party of the Treaty six months after the sanctions have been introduced, all parties of the Treaty are obliged to introduce an embargo against such a state.<br />
d: in a case where the sanctioned state ends its hostile activities against any party of the Treaty, no party of the Treaty may continue its reciprocal measures against such a state for a period longer than one month after the hostile activities against any party of the Treaty were ceased.</p>

<li>
<p dir="auto">Article 1. doesn't apply in cases where a party of the Treaty introduced sanctions against a state that hasn't introduced sanctions or started an armed conflict against any party of the Treaty prior to the becoming a subject of sanctions by a party of the Treaty.</p>
</li>
<li>
<p dir="auto">Article 1. doesn't apply in cases where a party of the Treaty started an armed conflict with a state that hasn't started an armed conflict against any party of the Treaty prior to the beginning of the armed conflict with a party of the Treaty.</p>
</li>
<li>
<p dir="auto">Any party of the Treaty may terminate its signature of the Treaty at any point in time.</p>

I will now try to answer them starting with comrade Cécile and Ms. Demirkol.  I completely understand both of your demands and why your countries aim to have 100% share of trade with said countries and the Democratic Republic is willing to limits its exports into some states down to 0%. However, I would like you to first consider if completely cutting those states from trading with other partners and making them completely dependant on imports from your countries would not be considered as a hostile act by those states. If it was we could bring about an economic war against all the members of the REMPC, which is something we should avoid.</p>
<p dir="auto">The Kingdom of Spain requested to import solely from Czech Slavia.... for some reason.... anyways it was their demand, but can we be sure that limiting Vayinaod and Inimicus wouldn't be seen as an act of hostility by them? I am asking you only to consider this, not that we will oppose your demands.</p>
<p dir="auto">Mr. General Secretary, price controls would be necessary in a case in which we would decide for less integrated co-operation, but if we decide for the more integrated model, there is no need for it, as the states are free to set their prices to what they see as fit, no other producers would intervene in their share of the European market.</p>
<p dir="auto">Finally, expanding on the point I mentioned earlier, if a foreign states decides to sanction one of the member states of the REMPC I think it would be suitable, provided that the foreign state is the first to introduce any sanctions, if all REMPC states impose sanctions on this foreign state. If the foreign state does not drop its sanctions in a time an embargo should also be considered. Do you find this agreeable?"</p>

Our most important concerns are:<br />
Keeping the prices of REM high so that we can continue to extract a reasonable profit from them, as the extraction process can be expensive.</p>
<p dir="auto">We believe this can potentially be achieved with production or export quotas for each nation. Market scarcity is a solution but it is one I am lukewarm about.</p>

As a representative of the government of President Reiserová, who played an essential role  in getting our states to negotiate about co-operation in the REM trade, I would like to say few words.</p>
<p dir="auto">We have a choice of how integrated of a co-operation we will pursue. One option is highly integrated co-operation, in which we agree to divide our shares of REM import into foreign states, and we will respect this division agreeing to not import more than agreed into said country. This option was supported by our colleagues from Yosai and I would like to know if they still prefer this option.</p>
<p dir="auto">The second option is less integrated co-operation in which we will agree to set the prices of REM at a certain rate and we won't deviate from the agreed upon rate. In this case the REM exporting companies should still not trying to expand their access to foreign markets at the expense of other REM exporting companies.  This option was favored by our colleagues from Istkalen, and I would like to ask the same question.</p>
<p dir="auto">The Democratic Republic of Czech Slavia currently stands in the middle of both options. However we also have some prerequisites if we are to take part in such co-operation, that stems from our previous agreements.</p>
<ol>
<li>
<p dir="auto">The Most Blessed State of Inquista must receive a special classification. No restrictions may be placed on trade between the Democratic Republic of Czech Slavia and the Most Blessed State of Inquista.</p>
</li>
<li>
<p dir="auto">If higher level of integration of co-operation is agreed upon the Democratic Republic of Czech Slavia must have 100% share of the REM trade with in the Kingdom of Spain.</p>
</li>
</ol>
<p dir="auto">We are of course open to compromise on this with our share in other markets and I am ready to listen to demands of other present parties. Now we would also like the following to be discussed: issuing embargoes by all states in as a response in a case of necessity, such as in a case when one member state of the institution is attacked by another state.</p>

The room appealed to Yosainese austerity and sense of cleanliness and sterility.</p>

<p dir="auto">Catering staff left with a fully insulated hibatchi food platter on the other side free for any of the guests to helpthemselves too at any time. It was complete with all kinds of sushhi, ssashimi, gyoza, Okonomiyaki, and seafoods such as takoyaki and other tempura dishes, all kinds of rice dishes, and noodle dishes with soba and udon.  (OOC: Basically pick a Japanese dish and eat that I can't be bothered describing all of it).</p>
<p dir="auto">Secretary of State Yuichi Matsuda then started the meeting. "Alright everyone, you might be perplexed as to why you are all here. After all our nations are rather different, different governments, different economies etc. One thing however we all have in common is we are all producers of Rare Earth Minerals. You've all probably figured that out already. What we want is to see if our nations with access to this common resource can come up with an organisation that can manage the circulation of this resource. Now We have some ideas of how we can facilitate such and endeavor, however we want the input form everyone else her. So right now. I will be taking questions as well as leaving the floor open to the rest of the delegates here."</p>
