<p dir="auto">This Act shall create the European Agricultural Fund, which aims to provide economic assistance to workers of the farming and fishing industries.</p>
<p dir="auto"><strong>SECTION I. FUND INFRASTRUCTURE</strong></p>
<p dir="auto">I. Subsidies will be allocated by a committee known as the European Agricultural Board, which will be formed by an independent committee consisting of four independent experts and a Director, the latter being appointed by the Internal Affairs Commissioner.<br />
II. The Director of the European Agricultural Board will appoint four independent experts.<br />
III. These experts must have different countries of origin than one another.<br />
III. Farmers and fishers will fill in their applications to their country’s Ministry of Agriculture and Fishing or equivalent institution, or their responsible union or cooperative, which will send the application to the European Agricultural Board.<br />
IV. Subsidies will be directly given to workers of the farming and fishing industries, without any intervention from member states.</p>
<p dir="auto"><strong>SECTION II. REQUISITES FOR OBTAINING SUBSIDIES</strong></p>
<p dir="auto">I. To receive subsidies from the European Agricultural Fund, farmers should meet the following requisites:<br />
     (i.) Look after their farmland and meet the food-safety, environmental and animal welfare standards of their country of origin.<br />
     (iii.) Provide proof of their farming activity and a simple description of it<br />
II. To receive subsidies from the European Agricultural fund, fishers should meet the following requisites:<br />
     (i.) Guarantee food security through the transport chain, providing a certificate from their country of origin that proves it.<br />
     (ii.) Cooperate in the goal to provide the marine environment with      sustainability and protection, through a signed compromise.<br />
     (iii.) Provide proof of their fishing activity and a simple description of it</p>
<p dir="auto"><strong>SECTION III. FUNDING DECISION</strong></p>
<p dir="auto">I. The European Agricultural Board will make decisions based on simple majority votes, either accepting or rejecting applications.<br />
II. Decisions by the board are final and non-negotiable. If any details of the application are changed, the board could either not present additional funding or reject the application.<br />
III. Decisions made by the board will follow the strict criteria of requisites named in Section II of this act.<br />
IV. The European Agricultural Board will have a month to answer the application.<br />
V. Workers of the farming or fishing industries that obtain the subsidy and do not comply with any of these requirements may be denied a subsidy the following year and mandated to pay back the previous subsidy with a 2.5% interest rate.<br />
VI. Vigilance on complying with the requirements will be done by member states, who shall then report any incident(s) to the European Agricultural Board if found.</p>

<p dir="auto">Councillors, during my campaign I promised to introduce the European Agricultural Fund, a new European organisation that will prove assitance to the workers of the farming and fishing industries. This act is very important for them, as it would improve their economic condition, decrease their expenses, as some of them could be covered by Europe, and make the sector more attractive than it is now. Zachary. Concerning the first of them, I do not understand the need to change the wording of Section I, Article II, but I guess it is a matter of preferences; and I am pretty much supportive of the amendment as a whole. Concerning the second amendment, it is necessary to know in what the money will be invested, and I believe that is something interesting for the European Agricultural Board to know. The third amendment could be accepted and about the fourth, I am not in favour of rectifications when we are going to use the Europeans' money. If you want higher fines, I would call for submitting another amendment that did not have Section III, Article II removed.</p>

<p dir="auto"><strong>AMENDMENT III</strong> - <em>I believe it is not the EU's place to dictate which crops a farmer should plant. It is ridiculous to think that this will maximise profits when it has a possibility of decimating the agricultural sector.</em> <strong>I will strongly oppose this bill if this amendment fails.</strong></p>
<p dir="auto"><strong>SECTION II. REQUISITES FOR OBTAINING SUBSIDIES</strong></p>
<p dir="auto">I. To receive subsidies from the European Agricultural Fund, farmers should meet the following requisites:<br />
(i.) Look after their farmland and meet the food-safety, environmental and animal welfare standards of their country of origin.<br />
<s>(ii.) Respond to market signals so that they produce the goods demanded by consumers, allowing them to maximise their profits.</s><br />
<s>(iii.)</s> <strong>(ii.)</strong> Provide proof of their farming activity and a description of it, such as the minimum amount of produce they have, the fruits, vegetables or other plants they grow, etc.<br />
II. To receive subsidies from the European Agricultural fund, fishers should meet the following requisites:<br />
(i.) Guarantee food security through the transport chain, providing a certificate from their country of origin that proves it.<br />
(ii.) Cooperate in the goal to provide the marine environment with sustainability and protection, through a signed compromise.<br />
(iii.) Provide proof of their fishing activity and a description of it, such as the minimum amount of produce they have, the species they catch, etc.</p>
<p dir="auto"><strong>AMENDMENT IV</strong> - <em>This amendment is to ensure that the European Agricultural Board has more freedom when making decisions.</em></p>
<p dir="auto"><strong>SECTION III. FUNDING DECISION</strong></p>
<p dir="auto">I. The European Agricultural Board will make decisions based on simple majority votes, <s>either</s> accepting or rejecting applications.<br />
<s>II. Decisions by the board are final and non-negotiable. If any details of the application are changed, the board could either not present additional funding or reject the application.</s><br />
<s>III.</s> <strong>II.</strong> Decisions made by the board will follow the strict criteria of requisites named in Section II of this act.<br />
<s>IV.</s> <strong>III.</strong> The European Agricultural Board will have a month to answer the application.<br />
<s>V.</s> <strong>IV.</strong> Workers of the farming or fishing industries that obtain the subsidy and do not comply with any of these requirements may be denied a subsidy the following year and mandated to pay back the previous subsidy with <s>a 2.5% interest rate.</s> <strong>an interest rate as high as 3%. The European Agricultural Board will decide the interest rate.</strong><br />
<s>VI.</s> <strong>V.</strong> Vigilance on complying with the requirements will be done by member states, who shall then report any incident(s) to the European Agricultural Board if found.</p>

About the concerns brought up by the Deputy Speaker, I do not believe that it might muddle the waters for the European Development Agency, as this organization is intentded to fund big, state-run projects, like the amazing canal the Empire and the Confederacy of North Diessen have built. Per contrary, this fund will provide funding to farmers and fishers, who sometime struggle to pay their bills or cannot make it to the end of the month with their savings.</p>

Though I do ask why its appropiate for the Agricultural Fund funding and applications to be dealt with at national level but not EDA funding apparently which it was said in the debates would "render the EU pointless" surely if national boards or agencies running the applications for EDA   funding does makes the EU pointless doing the same for EAF funding does. Yet the former idea was laughed at during the election. I do believe the approach of trusting the nations this bill takes is a positive step in the right direction and certainly hope this is how other EU funds are dealt with in the future including EDA funding. I will be supporting this bill and will be putting pressure on Juncker during the budget period to give significant funding of at least 10 Billion Euros to this fund. Thats how much I like how this act and fund is structured.</p>
